An interactive workshop on small scale fishermen and the impact of
prohibited gear was held on 12th January at NAFSO training Centre
Negombo, organized by the Sri Wimuksthi Fisher Women’s Organization attached to
the National Fisheries Solidarity Movement. Mr.M.M.W.Ranjith Bandara, Director,
Negombo Fisheries Office, and a number of government fisheries officials, Mr.Herman
Kumara, Convener of NAFSO, officers of Cost Conservation Authority, Media persons,
Fishermen’s, Fisher Women’s, Sri Wimukthi Fisher members, and NAFSO staff
members participated in the discussion. Fisheries officials spoke on the nature
of the fishing industry in Sri Lanka and the use of prohibited gear, and Herman
Kumara, Convener of the National Fisheries Solidarity Movement spoke on the
latest trends on global fishing, issues related to small scale scale fishing,
and food security. At the end of the program, the fisherman presented their issues
on fisheries to government officials and those officials answered and agreed to
support small scale fishing in the future. Programs like this will continue to
be held in other parts of Sri Lanka.
වර්තමාන ශ්‍රී ලංකාව තුළ තිරසර ධීවර කර්මාන්තයක් හා ධීවර සම්පත්වලට දැඩි තර්ජනයක් ඇති වෙමින් පවති. මෙයට ප්‍රධාන හේතුව වන්නේ මිරිදිය හා ධීවර ප්‍රදේශවල බහුලව භාවිතා වන නීති විරෝධි ආම්පන්න භාවිතයයි. මෙයට එරෙහිව රට තුළ විවිධ තුළ විවිධ නීති රීති පවතින නමුත් ඒවා නිසි ලෙස ක්‍රියාත්මක නොවීම නිසා සීඝ්‍රයෙන් ඒවායේ භාවිතය වර්ධනය වේ. මේ ගැටලුව හේතුවෙන් ධීවර හා ධීවර පවුල් සාමාජික හා ආර්ථික වශයෙන් දැඩි පීඩාවට පත්ව ඇති අතර ධීවරයින්ගෙන් බොහෝ දෙනෙක් ධීවර රැකියාවෙන් ඉවත් වේ. දෛනික කුලීකරුවන් බවට ද පත්ව ඇත. එසේම මත්ස්‍ය සම්පත දැඩි ලෙස විනාශ වීමෙන් අනාගතයට කිසිදු සම්පතක් ඉතිරි නොවන තත්ත්වයකට පත් වී ඇත. එබැවින් මේ පිළිබදව අවධානය යොමු කරමින් නීති විරෝධි ආම්පන්න භාවිතයෙන් සිදු කරන ධීවර කර්මාන්තය නිසා ඇති වන විනාශය වලක්වා තිරසර ධීවර කර්මාන්තයක් ස්ථාපිත කරන ලෙස සදහන් කරමින් 2021 ජනවාරි 12 වන දින ධීවර ප්‍රජාව වගකිව යුත්තන් රජයේ නිලධාරීන් සහ සහයක කණ්ඩායම් අතර සංවාදය ජාතික ධීවර සහයෝගිතා ව්‍යාපාරයේ පුහුණු ශ්‍රවණාගාරයේදී පැවැත්විණි. මෙම අව්ථාව සඳහා 40 ආසන්න පිරිසක් සහභාගි වූහ.එම අවස්ථාව සඳහා මීගමුව ධීවර කාර්යාලයේ ධීවර අධ්‍යක්‍ෂක බණ්ඩාර මහතා ද වෙළර සංරක්‍ෂණය දෙපාර්තමේන්තුවේ නිලධාරීන් ද නාරා ආයතනයේ නිලධාරීන්ද කලපු සංරක්‍ෂණය අධිකාරියේ නිලධාරීන්ද ධීවර ප්‍රජාව ද මේ අවස්ථාව සඳහා සහභාගි වූහ.
